An unusual dilemma...?

Honestly I would wait and see if you go or not then look into getting a Grey. they are very wonderful smart and Intelligent birds but also very nervous and something like a move or being away from you for long period of time in quarantine would not do the bird good at all. I know you want one but do what is best for the bird and wait. You would feel terrible if you got one and then had to put it through all of that and something happened to it. I would wait and while waiting I would do as much research about them as possible. I would also start buying things for it ahead of time to take with you and set up a wonderful home for it when get there. And yes they are very long term pets and actually most people have to include them in their will. Good luck.
