Orwell was inspired by Jacintha Buddicom. Why is her 1974 book not still available for students to study from?

Eric & Us was the primary root of knowledge of Orwell's childhood and teenage years. Why did biographers not make better use of it? Being out of print it is too expensive to buy on-line. When is the new publication due?
