Why does WIC put the whole milk on every check?

I think it's so retarded of WIC to put my son's whole milk on every check because that means in order for me to get the other things on the check I have to purchase the milk or just leave the milk out. I end up having to purchase all his milk at once so that I can get his fruit,bread, cheese & juice and the milk of course only lasts for about 8 days before it expires. So how in the hell does WIC think that milk is going to last my son a month? When I called and asked them about this they actually said " too bad"!
